DfT cycle parking project to extend cycle parking capacity at rail stations

Following a survey of cycle parking at rail stations, the Department for Transport (DfT) asked the Strategic Rail Authority (SRA) to project manage an initiative to improve cycle parking at rail stations. The project complimented the SRA's own Cycle Policy, since adopted by the DfT which included a target that by 2009 95% of all rail journeys should start from a station with cycle parking.

The survey, carried out by volunteer members of the Cyclist's Touring Club (CTC) identified over 200 stations where cycle parking demand exceeded capacity. The DfT provided the SRA with funding to offer Train Operation Companies (TOCs) additional cycle parking furniture with the TOCs meeting the installation costs. Fourteen TOCs originally accepted the offer and DfT paid for cycle parking stands, shelters and some CCTV at over 100 stations. The cycle parking capacity at some stations had already been addressed by some TOCs. All bids for funding from TOCs were met.

A feature of the project was the excellent value for money obtained from bulk buying of cycle parking stands following a competitive tender process.

In addition to DfT's funding, many TOCs have improved cycle parking at their own expense, sometimes working with local highway authorities, however there is more which still needs to be done. The Department has also asked Cycling England, their advisory body on cycling , to consider how bike and rail journeys can be better integrated. Cycling England will be working with the TOCs, Network Rail, the Association of Train Operating Companies (ATOC) and the Rail Passenger Committee (RPC) to achieve this. The DfT will consider changes to their cycling policy guidance when Cycling England make their recommendations in 2007.

Installation of the cycle parking equipment is now complete and additional parking has been provided as set out in the tables below. The tables reflect the current position over station management where new franchise agreements are now in place reducing the number of Train Operating Companies listed.
