Although the Blue Badge Scheme does not apply to off-street car parks, such as those at supermarkets and retail parks, we have issued good practice guidance on how to make these facilities, together with the transport and pedestrian environment more generally, accessible to disabled people. Inclusive Mobility is designed to assist those who are responsible for the provision of these services in meeting their obligations under the Disability Discrimination Act 1995.
